Public Housing
The Public Housing Program leases three hundred twenty-six apartments. Twenty-four units are handicap accessible. Water, sewer, pest control and garbage collection are provided by the EHDA. The homes have electric baseboard heat and are furnished with a range and refrigerator. Applications are accepted weekly from singles, elderly, and families. Eligibility is determined by income and non-economic criteria. Applications are maintained on a waiting list according to the date and time the application was filed.
Residents have a choice in how their rent is calculated. Residents can elect annually whether the rent payment is a flat rate or income based. The flat rent is set by the EHDA at a rate based on the rental value or reasonable market value of the unit. The income based rent is calculated on the level of a resident’s income. When using the income based rent, the Total Tenant Payment shall be the higher of the following rounded to the nearest dollar:
(a) Thirty percent (30%) of the monthly adjusted income or,
(b) Ten percent (10%) of the monthly annual income or,
(c) The minimum rent of twenty-five dollars ($25.00)
Regardless of income, there is a minimum rent of twenty-five dollars ($25.00). In addition to rent, residents may be responsible for excess electrical consumption charges and/or sales and service charges. An electrical utility allowance is given to offset costs for electrical consumption.
